Compel private property owners to fix up their properties

Once a community has a sense of where their vacant and deteriorated properties are located and who owns them, they should deploy strategies to compel private property owners to fix up their properties. Where an owner is unwilling or unable to come into compliance, a local government can step in to repair or demolish the property, and collect the cost of that action from the property owner.
