Assembled in partnership with a nationally recognized expert team, the Toledo Exploratory Assessment offers invaluable insights into Toledo’s strengths, weaknesses and opportunities, and provides a strong foundation for a new Comprehensive Plan for the Toledo Region.

Toledo is at a critical juncture, between navigating a global pandemic and the resulting recession, rapidly shifting economic trends, and the accelerating challenges of climate change. The Toledo Exploratory Assessment presents an objective and evidenced-based analysis of Toledo’s potential, providing residents, businesses and community stakeholders the tools to boldly and confidently chart a course forward. The Toledo Exploratory Assessment will inform long-term plans and policies that will have a direct impact on the growth and development of the City of Toledo and its economic region. It is important for future generations to reflect back on this document as an initial catalyst that led to a more sustainable, equitable and prosperous Toledo.

The Exploratory Assessment provides insight into:

  • Critical existing conditions
  • Strategic Opportunities to address those conditions
  • Key imperatives that will define actions we must achieve to fulfill these opportunities
  • An overall strategic vision for Toledo

This document does not inform site-specific interventions, but considers strategic opportunities that address land asset challenges and economic repositioning that can be responded through operational shifts and site-based strategies. This report should be considered as a precursor to a comprehensive planning process that includes robust public engagement where the themes and data are validated by local experience to best determine impactful site-specific opportunities.
