Carolina Rodriguez
Associate Director, Technical Assistance
 
Carolina Rodriguez is an Associate Director of Technical Assistance at the Center for Community Progress. She brings her experience as a former land bank and local government professional to partner with communities across the country and improve policies and practices that address entrenched property vacancy.
Rodriguez has over 12 years of experience in housing policy, community development, transportation planning, and public health. Most recently, she served as an assistant director in the Department of City Planning for the City of Atlanta. In this role, she introduced an innovative approach to public land management; modernized a tax abatement program; and implemented the City’s affordable housing, microenterprise, and food system programs.
Rodriguez has a Master of Urban Planning from the University of Kansas, a certificate in nonprofit management from Duke University, and a BA in History from the University of South Carolina. She is a member of the American Institute of Certified Planners and a certified Project Management Professional with the Project Management Institute. Growing up in South Carolina and raised by her Panamanian mom, Rodriguez is a proud first-generation American. She is based in San Juan, Puerto Rico, and you can communicate with her in English and Spanish.
