Luis Gallardo

Board Member

Luis Gallardo is a member of the Board of Directors of the Center for Community Progress. He is the Executive Director of the Center for Habitat Reconstruction, a Puerto Rico-based nonprofit organization dedicated to transforming vacant and abandoned properties into affordable housing while advancing resiliency and community development initiatives.

Gallardo brings a wealth of experience as a consultant, having collaborated extensively with nonprofits, community-based organizations, and city governments to address complex issues such as property rights, nuisance abatement, and municipal law. His academic credentials include a MPA with a concentration in City Management from Valdosta State University in Georgia, and a JD from the University of Puerto Rico.

Gallardo has a deep commitment to fostering tenure security, enhancing community participation, and implementing effective strategies for blight control. His expertise in these areas is reflected in his scholarly contributions, including his publication “Public Nuisances in Puerto Rico” in the University of Puerto Rico Law Journal. Additionally, he co-authored the thought-provoking work “People without Homes, Homes without People: Abandoned Properties as Opportunities for Affordable Housing in the Post-Disaster Reconstruction Environment,” produced in collaboration with the Federal Reserve and the Center for Community Progress.
