As part of the National Vacant Properties Campaign’s policy assessment report for the Youngstown-Mahoning County Vacant Properties Initiative, the study team compiled the results of its research and interviews into five program briefs:

1) Real Property Information Systems;

2) Code Enforcement;

3) Land Banking and Tax Foreclosure;

4) Community and Economic Development; and

5) Planning and Vacant Property Reuse.

Each program brief offers a snapshot of the city’s and the county’s existing vacant property programs and policies as of the summer and fall of 2008. The briefs also include references to model programs and practices from cities throughout the country. The NVPC team used this baseline information to frame the short- and long-term policy recommendations found here and in its policy assessment report.
